Free cabin bags are coming to EU flights. Just not yet.

The EU has signed off on two free pieces of hand luggage with every standard ticket. The catch is the date: October 2027. Here’s what changes, who’s covered, and how to pack until then.

If your feed has been full of “free cabin bags!” posts this week, they’re not wrong. On 2 October 2026 the EU published its new air passenger rights rules in the Official Journal. It’s the first big rewrite of those rules since 2004, and the change everyone noticed is about luggage: a standard fare has to include an under-seat bag and a proper cabin bag, with no extra fee.

What most of those posts skip is the start date. The European Parliament says the new rules are expected to apply from 23 October 2027. Anything you book for this winter, next spring or next summer still runs on each airline’s current rules. So that little suitcase icon at checkout still matters for another year.

Two smaller details are worth knowing too. Airlines will still be allowed to sell cheaper fares to people who fly without a cabin bag. Nobody knows yet exactly how that will look, so don’t assume the cheapest price on the screen includes both bags.

The second detail is good news for comparison shoppers. Fares that include a hand baggage allowance will have to be shown by default, before you start booking. That should make it easier to line up two airlines side by side without clicking through five screens to find out what a bag costs.

One more thing: airlines keep a little room to set the exact size of the bigger bag. Keep your tape measure handy.

Will flights get more expensive?

Honest answer: nobody knows yet. Bag fees are a big earner for airlines, and some analysts expect base fares to creep up a little to make up for it.

Then again, if you pay for a cabin bag on most trips anyway, your total trip cost will probably go down. Families and anyone who never travels without a trolley stand to gain the most. People who already fly with just a backpack might notice no difference at all, or a small bump in the headline price.
